There seems to be no difference than usual here. Nothing has been changed that I can recall in terms of menu performance between 12 and 13.
With Narrator there are no menu graphics so the menu will popup quicker. NVDA works with menus even though there are graphics. Since it is used in video demos, I left the menu graphics in with NVDA.
So with Narrator you should get the popup a little quicker, but not by much.
In fact the popup menu should appear in the same time with NVDA as it does with no reader present as they both show graphics.
Also I always restart the system and NVDA before a test with reader. What I find is NVDA spools up the system interrupts and can cause inconsistent performance, as it does on my systems here.
Or maybe something is running in the background such as antimalware service executable.
