Seems that way yes. However with the driver present other problems may appear on the system, it will depend on whet else is going on and what other apps do. Only a driver can BSOD the PC by attempting to access or arrange a resource like video memory, in the wrong way, an exe app can't do it as exe apps run on a virtualised system in protection.
